Former U.S. Congressman and former South Dakota governor Bill Janklow (R) is to be sentenced on Thursday for second-degree manslaughter.

Janklow faces a total of 11 years for killing a motorcyclist last August. Some Indian residents wonder if he will serve the time.

"I think the biggest fear there is, 'Is justice going to be done?'" newspaper publisher Tim Giago told The Minneapolis Star Tribune. "For all intent and purposes, he could still get a slap on the wrist and walk."

Janklow has a stormy relationship with Native people. He publicly challenged American Indian Movement (AIM) leaders as state attorney general in the 1970s. Some say he didn't do much to improve reservation life after being elected governor, an office he held for 16 years.

"He probably knew more about Indian people than anyone else in the state in law enforcement. But he was just against us for his own political purposes," Richard Yellowbird of the Oglala Sioux Tribe told the paper. "I'd have to say Janklow was pretty callous toward Indian people."
