The Assembly of First Nations is giving the Canadian government an "F" for failing to carry out the recommendations of a royal commission.
The Royal Commission on Aboriginal Peoples released a 4,000-page report in 1996. It contained 440 recommendations to improve the health, welfare and governments of First Nations.
Ten years later, Canada hasn't lived up to its end of the bargain, AFN said. Of 66 key recommendations, the government received 37 Fs, 11 Ds and two D-minuses. The only success came with the creation of the National Aboriginal Day and the Aboriginal Sports Council.
