Republicans in the House and Senate are trying different ways to authorize development in the Arctic National Wildlife Refuge.
House Republicans will include an ANWR provision in a broad energy bill. Rep. Richard Pombo (R-California), chairman of the House Resources Committee, will take up the measure in the coming weeks.
Meanwhile, Senate Republicans have included ANWR in the "must pass" budget resolution. The move is aimed at preventing a Democratic filibuster. A House leader opted not to take this route, saying it would not succeed.
President Bush promoted oil and gas drilling in ANWR during a stop in Ohio yesterday.
