Sen. Ted Stevens (R-Alaska) plans to introduce an amendment to the energy bill that ties drilling in the Arctic National Wildlife Refuge to aid for retired steel workers.

The move is an effort to capture the votes of senators aligned with the steel industry. The provision would use some revenues from ANWR drilling to pay health and pension costs of a reported 600,000 retirees from bankrupt steel companies.
