THURSDAY, APRIL 18, 2002 Republicans are said to be lacking even a simple majority to support oil drilling in the Arctic National Wildlife Refuge. GOP proponents need 60 votes under Senate rules to get drilling measures in the energy bill under debate. All but a few Democrats have come out against development. With a vote set for today, lobbyists on both sides of the issue were out in full force. Inupiat Eskimos pressed for drilling, which would benefit them financially, while the Gwich'in Nation says development would hurt the environment. Get the Story:
