Norton defends use of pro-ANWR video

A Democrat opponent of drilling in the House accused Secretary of Interior Gale Norton on Thursday of breaking the law.

In a letter, Rep. Ed Markey of Massachusetts said Norton violated lobbying rules by distributing a videotape called "ANWR in the Winter." Created by Arctic Power, a pro-drilling lobbying group, the 40-second clip shows an empty refuge during the winter.

Norton distributed the video to news stations, paying $95.81 to dub the tapes and $43.55 in postage, a department spokesperson told media organizations yesterday. A RealVideo version was placed on the DOI web site.

Arctic Power gets most of its money from taxpayers in Alaska. The group has a separate video presentation featuring Inupiat Eskimos in the village of Kaktovik.

The Alaska Legislature also gave money to the village to promote tourism and drilling.
