The Blackfeet Nation of Montana lost $2 million in an attempt to tap into Hurricane Katrina recovery efforts.
Tribal leaders saw success by sending hundreds of members to the Gulf Coast following recent disasters. In hopes of bringing in more money, they started a business that acted as a subcontractor for some of the work.
But Nin-Nah-Too-Sii ended up at the bottom of a "contracting pyramid," said a corporate watchdog. Bigger and more-established companies get the big contracts while smaller ones end up doing small jobs.
Nin-Nah-Too-Sii received a subcontracts for debris removal but it wasn't enough to pay the bills, officials said.
