Wis. ban on gaming at issue in compact debate

Republicans in Wisconsin opposed to new casino deals cite a 1993 constitutional ban on the expansion of gambling.

Gov. Jim Doyle (D) and the tribes appeared to get around this ban by submitting "amended" compacts to the Department of Interior for approval. The changes removed dates of expiration from the agreements and authorized tribes to offer new Class III games.

A letter sent to one tribe by the department questions this method. It also cites two lawsuits against the expansion of gaming.
