States to fight easing of Clean Air rule

A bipartisan group of state officials in the Northeast are planning to sue the Bush administration over a new Clean Air Act policy.

The officials, and environmentalists, say the policy will lead to more air pollution. They also say it undermines the Clean Air Act by allowing aging power plants to upgrade their facilities without installing costly air-pollution equipment.

The Environmental Protection Agency is implementing the new rules as part of the New Source Review program.
