Bush administration eases Clean Air rule

Power plants with aging facilities will be able to upgrade their facilities without having to install costly air-pollution equipment under a new rule the Bush administration has approved.

The rule satisfies power companies who lobbied for the change. It could save them millions, or possibly billions, of dollars.

Environmentalists and some state officials say they will fight the eased rule in court. They say it will lead to more pollution, a claim the Environmental Protection Agency disputes.
