Winnebago Tribe welcomes referendum for gaming at racetrack

The Winnebago Tribe of Nebraska is gearing up for a statewide and local referendum on gaming.

The tribe wants to offer electronic betting on historical horse races at the former Atokad racetrack in South Sioux City. The plans depends on two steps of voter approval -- first, a statewide referendum on an amendment to the constitution, and if that passes, a local referendum.

"I think the average Nebraskan realizes that every state around us has some form of gaming," Lance Morgan, a tribal member who serves as president and CEO of Ho-Chunk Inc., the tribe's economic development corporation, told The Sioux City Journal. "I think it's a positive first step. There's still a lot of hard work to be done."

Lawmakers gave final approval to LR41CA, the bill that authorizes the onstitutional amendment, on Monday.
