Native children make up 12.4 percent of the foster care population in Oregon even though they are just 1.3 percent of the state population.
Most of the Native children in foster are living in Portland, according to state data. Most are from tribes in Oregon.
Terry L. Cross, the executive director of the National Indian Child Welfare Association, said lack of federal funds leads to more Native children in foster care. "When tribes are in charge of their own child welfare services, there's a much higher tendency for children to come into care less frequently," Cross told The Oregonian.
According to the "Kids Count 2007 Databook" released by the Annie E. Casey Foundation today, 5.8 percent of child abuse or neglect victims in Oregon are Native American [Kids Count]
