Arctic drilling plan advances
The House this week passed a wide-ranging energy bill whose most controversial provision directly affects the lives of Alaska Natives.

In opening up the Arctic National Wildlife Refuge to oil and gas drilling, Alaska Natives both see benefits and drawbacks. Inupiat Eskimos hope to see economic kick-backs from developing while Gwich'in Athabaskans only see harm to the Porcupine caribou herd on which they depend.

But while the bill gives hope to the oil and gas industry and the Bush administration, it faces an uncertain future in the Senate. Adjourned for a one-month recess, the issue will be considered in September.

McCaleb tackles federal recognition
Assistant Secretary Neal McCaleb made his first foray into federal recognition this week, signing off on a decision to deny the Muwekma Tribe of California acknowledgment as an Indian tribe.

The decision, which followed the recommendations of staff against the tribe, has given hope to officials in Connecticut. Three towns and Attorney General Richard Blumenthal submitted reams of documentation in hopes of convincing McCaleb to deny recognition to two Pequot tribes.

But leaders of the Eastern Pequot Tribe and the Paucatuck Eastern Pequot Tribe are confident their 20-year journey will end in success. McCaleb will issue his final determination in December.
