Contempt seems near for Norton
Secretary of Interior Gale Norton is apt to
talk of the four C's: consultation, cooperation,
communication and conservation.
With a federal judge beating down her back over
the trust fund, she might be soon adding another C.
Contempt.
Nine months on the job, Norton has become
entrenched in problems her predecessor never fixed, and
for some new ones.
But whatever the source, U.S. District Judge
Royce Lamberth made it clear he would hold her
and other officials, attorneys and management
accountable for the actions, no matter who is
in the White House.

Indian education in spotlight
Nearly 3,000 educators, administrations
and leaders gathered in Montana this week
for the annual National Indian Education
Association convention.
Judging by a Congressional report
and an address by NIEA President
Carol Ann Heart, there was good reason
for the event. Test scores, poor facilities
drop out rates and other social problems
are hampering the education of
young Natives throughout the country,
according to the report and
Heart.
