The Hoopa Valley Tribe released an analysis critical of a proposal to take water from the Trinity River in northern California.

The tribe was promised significant flows by the Clinton administration. But that decision is being litigated in the court by the Westlands Water District.

The district is now offering a settlement to the case, but the tribe says it won't help dwindling runs of salmon in the river. The tribe has depended on fishing for centuries.
