The city council in Glendale, Arizona, voted 4-3 to oppose a bill that would prevent the Tohono O'odham Nation from opening an off-reservation casino. The vote against H.R.1410, the Keep the Promise Act, marks another step away from the city's original stance on the proposed West Valley Resort. After fighting the casino in the courts and in Congress for years, officials are now moving to negotiate a potential deal with the tribe. “I think we need to go forward, to get to the point,” council member Norma Alvarez said at a meeting on Wednesday, The Daily News-Sun reported. “Let’s start with negotiations and let’s get it out in the open.” The House passed H.R.1410 in September. The bill doesn't mention the Tohono O'odham Nation by name but it bars Class II and Class III gaming on land acquired in the metro Phoenix area after April 9, 2013.
