JUNE 27, 2001 President Bush on Monday named Gerald Reynolds, an African-American conservative lawyer, to head the Office of Civil Rights at the Department of Education. As a former President and current member of the board of the Center for New Black Leadership, Reynolds has frequently attacked affirmative action programs.
