Bush Cabinet gets not sets policy

Tribal leaders looking for an in at the Department of Interior might want to talk to the White House instead of Secretary Gale Norton.

President Bush's policy decisions are increasingly decided by his top aids, not members of his Cabinet. A number of high-profile decisions like funding for stem cells, ending bombing on Vieques and giving up on the Kyoto global warming pact were made among the aides like chief of staff Andrew Card, counselor Karen Hughes and senior adviser Karl Rove.

The Washington Post gives examples of department heads and their role in the Bush administration but leaves out Norton.
