A dog racing track in Wisconsin on Tuesday filed a lawsuit to stop Gov. Scott McCallum (R) from starting compact negotiations even before he has agreed to hold them.

Eleven compacts with 17 tribes start to expire in May 2003. Dairyland Greyhound Park sayd McCallum can't renegotiate them because the compacts are illegal.

Gaming should be legal to everyone, or no one, the race track says. Incidentally, the race track was the site of a proposed Menominee Nation casinos, but the tribe withdrew the off-reservation land-into-trust application.

McCallum, who opposes expanded gaming, has not decided if he will renegotiate the compact, said a spokesperson.
