Of the recommendations offered by President Bush's national energy policy on Thursday, Democrat lawmakers predict one is already dead: opening up the Arctic National Wildlife Refuge to oil and gas development.

But Senator Frank Murkowski (R-Alaska) says that members of Congress might be coaxed into supporting it should gasoline prices keep increasing.
