The Alaska Department of Natural Resources is banning a tour operator from baiting eagles in the Alaska Chilkat Bald Eagle Preserve.

Commissioner Pat Pourchot said in an October 8 decision that the practice, which is used to attract tourists, doesn't conform with sound management of eagles and the preserve. While certain traditional rights to hunt, trap, fish, harvest firewood and use motorized vehicles have been reserved, these rights do not extend to commercial activities, she added.

The tour operators plan to appeal Pourchot's order to the Alaska Supreme Court.

Residents of Haines and the Tlingit village of Klukwan are allowed traditional use of the preserve.
