Editorial: Mont. schools fail Indian children

TUESDAY, JANUARY 21, 2003 Montana's public school system has been an "abysmal failure" when it comes to Indian students, The Billings Gazette says in an editorial. Citing high dropout rates, low test scores and low graduation rates, the paper backs a full-scale review of the state system. Proposed by state Rep. Carol Juneau, the plan calls for the development of a strategic plan to improve Indian achievement. "If this nation is committed to 'leave no child behind,' public policy makers and educators must respond to the needs of American Indian children with a sense of urgency," the paper writes.
