WEDNESDAY, JULY 24, 2002 "Keith Burris' July 21 commentary concludes that U.S. Sen. John McCain should start a third party to “break with the dominant interest to articulate the public good.” Mr. Burris is perhaps unfamiliar with the massive loophole in the McCain-Feingold campaign reform bill. I, too, was a fan of Sen. McCain until I found out about this loophole, that the senator and the other framers of the bill were fully aware of the loophole, and that Sen.
