Background on Crow Tribe

The 6,000-member Crow Tribe of Montana has undergone some bumpy times for the past couple of years or so. Long-time leader Clara Nomee was ousted in May 2000, ushering in a new administration who promised positive changes.

Instead, they found themselves embroiled in their own controversies. After pushing out secretary Titon Old Bull Sr., the tribe's well-respected college president was removed from her position.

The tribe then experienced some financial problems and was forced to seek emergency payments from the federal government. Workers were also laid off, reflecting a general down-turn in the economy.

All throughout, a large part of the tribe's revenue was deemed illegal. The tribe's tax on utility companies with Congressionally-granted rights of way was struck down, followed by a negative ruling on a hotel tax.
