Death penalty OKed for Puerto Rico

Overturning a lower court decision, the 1st Circuit Court of Appeals on Tuesday said the federal death penalty applies to Puerto Rico.

The appeals court said the United States has a right to enforce its criminal laws even though citizens of Puerto Rico cannot vote in federal elections. Puerto Rico's 1952 Constitution does not allow executions but the court said US laws override it.
