Employment: Head Start Fiscal Content Specialist

ICF International seeks a Head Start Fiscal Content Specialist to provide content expertise to the Head Start Grantee Performance Support Specialist (GPSS) project in Region 11. This position is based in Fairfax, VA and reports to the Regional Manager. The Fiscal Content Specialist would provide Fiscal support and information to the GPSS staff and deliver Training and Technical Assistance to grantees throughout the region. Under the direction of the GPSS Regional Manager the Head Start Fiscal Content Specialist will:

· Support work with grantees to remedy and prevent risks, deficiencies and noncompliance issues, including the development of Quality Improvement Plans;
· Provide training and technical consulting assistance to grantees in all areas of financial management based on grantee needs identified through the national Office of Head Start Risk Management process, monitoring reviews, Program Information Report (PIR) data, from grantees directly, and from the needs assessment conducted by the GPSSs;
· Provide technical assistance to grantees to remedy problems associated with internal controls;
· Provide training and technical assistance to Directors, Program Fiscal Staff, Board of Directors, and Policy Council officers in all fiscal areas including the Grant Administration Budget Instrument (GABI), Head Start, and other Federal fiscal regulations;
· Provide training and technical assistance to grantees on budget development and the grant application process;
· Provide technical assistance to grantees in the development and implementation of automated accounting systems;
· Provide technical assistance on grantee compensation practices and policies, including wage comparability methodologies, to assist in designing pay scales and benefit packages to retain qualified staff;
· Develop presentations for grantees, Federal staff, and GPSS staff, hold conference calls, disseminate resource materials on fiscal content, e.g., administrative cost limitations, non-federal share, cost allocation, and fundraising;
· Assist eligible grantees with E-rate.

Demonstrated experience in providing American Indian-Alaska Native grantees and GPSS staff with Head Start specific financial management consulting and documentation support strongly preferred. Bachelor’s Degree required, Master’s Degree or equivalent experience preferred. The successful candidate must have experience working independently and with a geographically diverse team, possess strong customer service and problem solving skills, be able to respond effectively to changing priorities, and be a strong team player.
