The Scotts Valley Band of Pomo Indians won approval for a $335 million casino services agreement with the city of Richmond.
The city council voted 6-3 in favor of the 45-page agreement. It calls on the city to provide infrastructure and public safety services to the tribe's proposed casino in North Richmond.
The tribe promises to set aside 40 percent of nonlicensed casino jobs to Native Americans and local residents. But some questioned the tribe's commitment to the community.
The tribe has applied to have 30 acres placed in trust for the casino.
