The United Keetoowah Band of Oklahoma failed to gain enough support for its proposed casino in Fort Smith, Arkansas.
The city's Advertising and Promotion Commission voted 3-2 to back the tribe. But the commission's rules require at least four members to pass a proposal.
The tribe submitted an application to use land in Fort Smith for gaming under the Indian Gaming Regulatory Act.
