California State Auditor Elaine Howle issued a report into the state's administration of the state-tribal compact.
The report addressed conflicting interpretations of the compact. Tribes have accused the state Gambling Commission of making decisions not consistent with the agreement, including the distribution of a trust fund to non-gaming tribes.
Howle said the commission's positions are "defensible" but she found some problems with the commission's practices. She suggested that new compacts being signed by Gov. Arnold Schwarzenegger (R) could clear up any disputes.
