Kansas Gov. Kathleen Sebelius (D) is nearing an agreement with two tribes on an urban casino in Kansas City.
The Kickapoo Tribe and the Sac and Fox Nation already operate casinos on their reservations. They want to share revenues from the Kansas City facility with the state.
The tribes are opposing efforts by out-of-state tribes to establish gaming rights in Kansas. The Miami Nation, the Delaware Tribe and the Wyandotte Nation, all of Oklahoma, have made casino bids in Kansas. The Wyandotte Nation opened a Class II facility, which was shut down last month.
