The House Natural Resources Committee voted 24-7 on Wednesday to pass H.R.65, a bill to recognize the Lumbee Tribe of North Carolina.
The bill was approved with an amendment that prohibits the tribe from ever engaging in gaming.
Tribal leaders have said they are not interested in a casino.
An amendment by Rep. Heath Shuler (D-North Carolina) to force the tribe to go through the Bureau of Indian Affairs process failed. Shuler's district includes the Eastern Band of Cherokee Indians, which opposes Lumbee recognition.
The bill has yet to be considered by the Senate Indian Affairs Committee.
