The 2006 defense appropriations bill passed by the House early Monday morning includes provisions affecting the Skull Valley Goshute Band of Utah.

A subtitle of the act contains a section to declare the 100,000-acre Cedar Mountain Wilderness Area. The designation seeks to hinder the tribe's proposal to build a nuclear waste dump on the reservation by preventing a rail line from being built.

Another section requires the Interior Department to identify 640 acres of federal land that shall be placed in trust for the tribe. The land should provide "the best opportunities for commercial economic development in closest proximity to other lands of the tribe," the bill states.

The provisions can be found in H.R.1815 under "Subtitle E--Utah Test and Training Range" in Title III of the bill.
