The chairman of the Santa Ynez Band of Mission Indians says officials in Santa Barbara County have declared "war" on the tribe.
The county announced that it has failed to come to an agreement over the tribe's trust land bid.
The two sides have been in talks since the start of the year.
The tribe wants to acquire 6.9 acres for a museum, cultural center, park and commercial center. The Bureau of Indian Affairs has agreed to take the land in trust but some local groups have appealed.
