The Red Lake Nation of Minnesota is suing the Bureau of Indian Affairs to obtain funding for an unused $2 million juvenile detention center.
The tribe built the facility with a Department of Justice grant. But it hasn't been used because the BIA hasn't secured any money to staff the jail.
The tribe is asking for $2.5 million, the amount it would have cost to run the facility for the past two years.
