Law enforcement authorities still believe arson is to blame for a deadly fire that destroyed several reservations in San Diego County, California.
Officials have "people" in mind, a state arson investigator told The San Diego Union-Tribune. But there isn't enough evidence to bring charges.
The October 2003 fire destroyed hundreds of homes and thousands of acres on tribal land.
