An appeals court in California debated on Monday whether to get involved in an enrollment dispute within the Redding Rancheria.
The tribe removed 76 members of an extended family from the rolls. The family fought back with a lawsuit claiming their civil rights were violated.
At issue is whether state courts have jurisdiction to hear the dispute. The tribe argues that is protected by its sovereignty.
The Foreman family says Public Law 280, a termination-era law that granted certain states jurisdiction in Indian Country, authorizes the state to get involved. Family members say they have nowhere else to turn.
