As expected, Arizona Gov. Jon Brewer (R) signed into law a bill that seeks stop the the Tohono O'odham Nation from
opening an off-reservation casino.
The bill allows the city of Glendale to annex the tribe's land without the tribe's consent. State lawmakers believe annexation will prevent the Bureau of Indian Affairs from placing the land into trust.
Under a federal law, the BIA is required to place land in trust for the tribe. But the law states that the land must be in an "unincorporated" area.
The tribe owns a total of 134 acres near Glendale. Part of the site has already been annexed by the city.
The BIA, however, said 53 acres of the site could go into trust under the federal law.
The city of Glendale and the Gila River Indian Community are suing to block the decision.
