The California Integrated Waste Management Board voted 3-2 on Tuesday to approve a permit for a landfill opposed by the Pala Band of Mission Indians.
The tribe says the Gregory Canyon landfill will harm the environment. The dump would be located near two sacred sites and could affect the San Luis Rey River.
The tribe spent nearly $3 million on a ballot initiative to rescind voter approval of the project. The effort failed but the tribe plans to continue challenging the landfill in court and before state and federal agencies.
