Man blames ex-Crow chairman for kickback scheme


A former finance director for the Crow Tribe of Montana pleaded guilty to additional charges in a kickback scheme that cost the tribe an estimated $64,000.

Kelly Dee Passes, 37, admitted he paid out false contracts to help the legal defense of former chairman Clifford Bird in Ground. But he said he did so only because Bird in Ground, who was under indictment for another kickback scheme, asked him to.

Several people have been convicted or have pleaded guilty to crimes stemming from Bird in Ground's chairmanship. Bird in Ground pleaded guilty to bribery but is challenging the plea.
