1. POLICY:
SENATE PASSES STOP ACT, PROTECTING TRIBAL, NATIVE HAWAIIAN CULTURAL ITEMS
Last week, the Senate passed H.R. 2930, Safeguard Tribal Objects of Patrimony Act of 2021.

The legislation prohibits the exportation of Native American cultural items and archaeological resources that were illegally obtained; provides for the return of such items, including voluntary returns; and establishes and increases related criminal penalties. The bill also requires the Department of the Interior and the Department of State to each designate a liaison to facilitate and hold trainings and workshops on the voluntary return of human remains and cultural items.

2. GRANTS:
MARCH 31ST DEADLINE FOR TRIBAL GRID RESILIENCE GRANTS
As part of the Bipartisan Infrastructure Law passed last year, the Department of Energy has launched a new program which enables federally recognized Tribes to apply for electric grid resilience formula grants.

As outlined in Sec. 40101(d) of the Infrastructure Investment and Jobs Act, this program will have approximately $84.5m per year available to Tribes through FY 2026, with the grant funding a wide array of resilience measures, including: weatherization technologies, equipment hardening or undergrounding, vegetation management, and distributed energy resources (DER) systems.

The program is currently accepting applications with a final deadline of March 31st, 2023.

4. ICYMI:
TREASURY REPORT HIGHLIGHTS IMPACT OF AMERICAN RESCUE PLAN FUNDING ON TRIBAL GOVERNMENTS
The U.S. Department of the Treasury released a report detailing how Tribal governments are using a historic level of financial support through the American Rescue Plan (ARP) to provide critical recovery assistance and improve the health and well-being of Tribal citizens. The $20 billion in ARP State and Local Fiscal Recovery Funds (SLFRF) allocated to Tribal governments represents the largest single infusion of federal funding into Indian Country. The efforts highlighted in [the] report reveal the vast and impressive reach SLFRF has had as a catalyst for recovery.

“Tribal economic development is not reductive—it is additive, as is robust economic development in other underserved communities,” said Chief Lynn Malerba, Treasurer of the United States. “Today’s report shows that State and Local Fiscal Recovery Funds are having direct, deep, and meaningful economic impacts on Tribal nations’ pandemic recovery. By investing in Tribal economies, we are fostering economic prosperity for our nation at large.”

5. JOBS:
FSA ADVISORY GROUP IS SEEKING RELATIONSHIP MANAGER
The Relationship Manager (RM) role combines the financial oversight duties of an accounting professional, grants manager, and coordination of a project manager.

The RM will perform consulting duties for our clients during the grant management lifecycle, including developing and implementing processes, providing compliance and oversight advice, and in the immediate term, assisting tribal leadership with defining and prioritizing strategic projects related to Federal, State, and Private Grant Awards.
