The Navajo Election Administration says President Joe Shirley Jr. can't run for a third term in a dispute likely to end up in tribal court.

Tribal law imposes a two-term limit for the president. Shirley contends the limit conflicts with Dine Fundamental Law, the tribe's traditional law.

Shirley is one of a dozen people who have filed to run for president.
