The Aquinnah Wampanoag Tribe of Massachusetts signed a land-use pact aimed at resolving sovereignty and jurisdictional disputes.
The tribe and the town of Aquinnah negotiated the agreement after the state's highest court ruled that the tribe has to comply with town zoning laws. The court said the tribe's sovereign immunity was waived by an act of Congress.
The agreement lays out a regulatory process for land-use projects on land owned by the tribe within the town. It sets out a mediation process when disputes arise.
The tribe is based on the island of Martha's Vineyard.
