The New York Senate is considering a bill to share tobacco tax revenues with the state's tribes.
The state has a law on the books to collect taxes on the sale of tobacco to non-Indians. But tribes say it violates their sovereignty and treaty rights.
Gov. Eliot Spitzer (D) has said he will enforce the law. But he is open to revenue-sharing, although some tribes say they won't give in to the state.
