The Cleveland Plain-Dealer is publishing the first known photo of Rep. Bob Ney (R-Ohio) with leaders of the Tigua Tribe of Texas.

Ney initially denied knowing about the tribe when asked by the Senate Indian Affairs Committee. But testimony from tribal leaders and other evidence show he met with tribal leaders at least once in person and at least once via a conference call.

The photo with Tigua Lt. Governor Carlos Hisa and Raul Gutierrez, a tribal council member, was taken August 14, 2002. Ney had just come back from Scotland, a trip partly financed with tribal money.

"He was red like a lobster from that Scotland trip and had a terrible sunburn," Hisa told the Plain-Dealer.

Ney assured the tribe that he was going to help the tribe get its casino reopened, according to tribal leaders and a former Ney staffer who has pleaded guilty. He assured the tribe it was being adequately represented by Jack Abramoff.

The tribe ended up losing $4.2 million to Michael Scanlon, Abramoff's partner in crime.
