Rep. Bob Ney (R-Ohio) is "Representative #1," the public official at the center of a bribery scheme that was outlined in court documents released on Monday.

Ney accepted "things of value" from former public relations executive Michael Scanlon in exchange for helping Scanlon's clients, the Department of Justice said. According to Scanlon's plea agreement, Ney took money from the Tigua Tribe of Texas in order to insert a rider that would reopen the tribe's casino.

Ney has denied any wrongdoing, saying he was "duped" by Scanlon and Jack Abramoff, Scanlon's former partner. But observers said the scandal will hurt Ney politically.
