President Bush nominated federal appeals court judge Michael Chertoff on Tuesday as Secretary of Homeland Security.

Chertoff is Bush's second choice for the job. The first pick, former New York police commissioner Bernard B. Kerik, was forced to withdraw over concerns that he hired an illegal immigrant and did not pay taxes.

Chertoff currently sits on the 3rd Circuit Court of Appeals. He was a Bush nominee and ran the criminal division of the Justice Department for the first three years of the first Bush administration. He set policies on the war on terror, including the detention of suspected terrorists.
