The Winnebago Tribe will develop an emergency plan as part of an expansion of its casino in Iowa.
The tribe plans a four-story, a 78-room hotel at WinnaVegas. The local fire department can only rescue people in buildings with up to two floors.
The tribe also plans to expand the parking lot on land within Woodbury County limits.
The board approved a zoning change for the project, contingent on the new emergency plan.
