The House Committee on Natural Resources considers H.R.725, the Crow Revenue Act, at a markup on June 25, 2025.

The bill authorizes the transfer of about 4,660 acres of privately-held mineral rights on the Crow Reservation in Montana to the Crow Tribe. The inholdings are currently owned by a non-Native family.

In exchange, the federal government would transfer about 5,470 acres of subsurface and mineral rights to the Hope Family. These interest are located off the reservation, in an area known as the Bull Mountains.

The bill anticipates — but does not overtly mandate — an agreement in which the Hope Family would share revenues with the tribe in the event that development occurs on the interests in the Bull Mountains. Language in Section 3(d) of the Crow Revenue Act merely requires both parties to “notify” the federal government that they have “agreed on a formula” for sharing such revenues.

The committee approved the bill following debate on a Democratic-led amendment to ensure that the tribe would be guaranteed a share of revenues from the Bull Mountains minerals. The amendment was rejected by a vote of 16 to 27, with all Republicans voting against the proposal. [Roll Call #8: Rep. Ansari #1, offered by Rep. Huffman, to Rep. Hurd ANS to HR 725]

The bill can now be considered by the full U.S. House of Representatives.
