The House Committee on Natural Resources considers H.R.2556, the Comprehensive Offshore Resource Enhancement Act, at a markup on June 25, 2025.

The bill, also known as the CORE Act, requires the federal government to update its  assessments of offshore oil, gas and mineral reserves. Rep. Emily Randall (D-Washington) offered an amendment to ensure tribes are consulted about developments that affect their coastal resources.

”Tribal nations in the Pacific have treaty rights that guarantee them access to their usual custom fishing areas and tribal nations along the coast of the United States, as far as Florida, also deserve to be consulted as we undertake any work that disrupts our ocean landscape,” said Randall.

“Any actions taken within these areas should include consultation with tribes who may be impacted,” added Randall.

All Republicans on the committee voted against the Democratic-led amendment. The roll call was 18 to 25, with all 18 votes in support coming from Democrats.

The committee later approved the bill, which can now be considered by the full U.S. House of Representatives.
