1. POLICY ALERT:
Tribal Tax and Investment Reform Act Introduced in Senate, Aims to Establish Parity for Tribal Governments
On Wednesday, June 11th, Senators Cortez Masto (D-NV) and Murkowski (R-AK) introduced bipartisan legislation that would correct longstanding inequities in the U.S. tax code and allow for Tribes and Alaska Native Corporations (ANC) to access previously unavailable tax-free funding sources. The bill, fully titled “Tribal Tax and Investment Reform Act of 2025,” has been a priority for Indian Country and would help ensure a level playing field for Tribal businesses and economies. [S.2022]
NAFOA Board President Rodney Butler, Chairman of the Mashantucket Pequot Tribal Nation, commented on the bill’s introduction:
The introduction of the Tribal Tax and Investment Reform Act in the Senate is a necessary and overdue effort to modernize the federal tax code in recognition of Tribal sovereignty. The bill reflects decades of Tribal efforts to secure tax parity. It guarantees Tribal governments have equitable access to financial tools, including tax credits and housing incentives, needed to build strong self-determined economies. NAFOA commends the bipartisan leadership behind the legislation, especially Senators Cortez Masto and Murkowski. We urge Congress to act swiftly to ensure that Indian Country is fully included in the nation’s tax and investment framework.

2. SURVEY:
Treasury Requests Information on Impact of Move to Electronic-Only Payments by June 30, 2025
The U.S. Department of the Treasury is seeking public comments on Executive Order 14247, “Modernizing Payments To and From America’s Bank Account,” which will eliminate all federal paper checks by September 30, 2025. This transition to mandatory electronic payments will significantly impact Tribal citizens who receive federal benefits, payments, and services.
Highlights:
- Treasury ends all paper checks by Sept 30, 2025, shifting to electronic payments that may harm Tribal citizens with limited banking and internet access.
- Complete NAFOA’s Tribal survey by June 25 to help inform advocacy efforts.
- Submit comments by June 30, 2025, using NAFOA’s template to highlight Tribal concerns.
3. MEMBER TRIBE NEWS:
Cherokee Nation Declared “Film Ready,” Recognizing the Tribe’s Contributions to Industry
The Cherokee Nation Reservation was declared as “film ready” by tribal officials in recognition of the tribe’s contributions to the industry in Oklahoma.
The designation took place at the Cherokee Film Studios in Owasso, a 27,000 square foot facility that opened in 2022.
Chief Hoskin said he’s excited for the future of the film industry in Oklahoma.
“..We want to make sure that when production companies come to Oklahoma, come to northeast Oklahoma, come to the Cherokee Nation, they know that there’s a great technology here for film and TV—this great space—but they also know there’s a reliable workforce that’s trained. That takes a really thoughtful, purposeful effort and we’re putting that forth. Others are doing it as well and so I think the future’s bright in that regard.”
By bringing film productions to the state, Chief Hoskin said he hopes to help all Oklahomans, especially the younger generation.

Applicants claiming Indian Preference must submit verification of Indian certified by tribe of affiliation or other acceptable documentation of Indian heritage.
The Finance Director is responsible for all fiscal functions of RHC and compliance with all regulations from funding agencies. The Finance Director supervises and manages organization programs and personnel, in addition to providing an oversight of contracts including subcontractor agreements, grants, and IHS compact and funding agreements.
